I've had the same issues as you, some were able to reach 10 exfils, some stuck at 8, some stuck at 2, some stuck at 4. Somebody just posted a video showing off a few operators with 10 streaks, probably have to go in sequence. Yeahh true. I got rid of one of my 8s, we’ll see how it goes. The game only "checks" 3 bags on exfil, so don't exfil with more than 3 people on the heli.
