Getting to the radio tower is the problem. There is no way besides a climbing point (that has no rope yet attached) to get to the Radio Tower via the Bleak Inlet map. Congrats! I did this same thing a few weeks ago! I had to skip the Frozen Delta despite mapping the rest of Bleak Inlet when I passed through. And I never found the polaroid (I even checked Quonset Garage). I ended up going all the way up to Timberwolf Mountain to map the Summit before coming back to finally map the Delta and get the achievement!
